Director Naoya Maeda, producer Kazuhisa Wada, and commercial producer Atsushi Nomura discussed the creation of the game. Wada stated that they hope to expand the Persona series with new stories using Persona 5 characters. Maeda worked hard to make the game more accessible to newcomers to strategy RPGs. They make it easier for us to see who is stronger and who is weaker among friends and foes.

Atlus Sound Team composer Toshiki Konishi collaborated with Persona 5 lead singer Lyn Inaizumi to create new music for the game.
